How Fast Are Electric Devices Traveling on Bogotá’s Cycling Infrastructure?

This publication presents the results of a speed measurement conducted in September 2025 on Bogotá’s cycling infrastructure, with a particular focus on light electric urban personal mobility vehicles (PLEVs), in the context of Law 2486 of 2025, which establishes a maximum speed limit of 25 km/h. The study was developed by Despacio using a low-cost, highly reproducible video analysis method.

During one hour of observation at Carrera 7 and Calle 71, 1,454 users were recorded, including conventional bicycles, electric bicycles, electric scooters, and pedestrians/runners. The results show that approximately 49% of electric bicycles and 50% of electric scooters exceeded the established speed limit. Significant speed differences between modes were also identified, particularly between pedestrians and motorized vehicles, increasing risk levels on a two-way, 2.5-meter-wide cycling facility.

The document concludes that although most users adjust their speed under dense traffic conditions, atypical cases persist that create potentially dangerous situations. The publication proposes recommendations aimed not only at enforcement, but also at regulatory, technical, and commercial adjustments to improve speed management and reduce risks.
